EOP + Annual Reports

The Baltimore City Emergency Operations Plan (EOP), managed and maintained by the Office of Emergency Management, outlines coordinated responses to major emergencies and disasters. The most current version of the EOP was officially approved in 2024 by Mayor Brandon Scott. This updated plan ensures that city agencies and partners are prepared to protect residents and restore services efficiently during crises.
